Contracts and Calls for Tender

In accordance with the Cities and Towns Act, the Town of Mount Royal awards numerous contracts in a variety of fields, either through invitational or public calls for tender.

Système électronique d'appel d'offres (SEAO)

SEAO is the acronym for "Système électronique d'appel d'offres", approved by the Quebec government. It's an Internet-accessible application that brings together the various public procurement notices from most of Quebec's public organizations, including government ministries and public agencies, organizations in the education network, organizations in the health and social services network, as well as municipalities and other municipal bodies.

The Town of Mount Royal's current calls for tenders, for which the expenditure exceeds the threshold requiring a public call for tenders, are posted on the SEAO website. As of January 1, 2024, the public tender threshold is $133,800.

Also listed on the SEAO website are the contracts awarded by Town of Mount Royal that involve the expenditure of $25,000 or more. These are tenders that have been accepted.

Town of Mount Royal General Procurement Procedures

The purpose of the General Procurement Procedures is to ensure our commitment to good procurement practices and management. 

They are intended to promote transparency in the awarding of municipal contracts, in compliance with the rules governing the awarding of such contracts.

These rules differ according to the value of the contract:

Contract from 0 $ to 50,000 $ (including taxes) 

  • Call for tenders by invitation (by telephone or email). Depending on the nature of the purchase, one to three qualified suppliers are invited to submit a quote.
  • Contract awarded by the Material Resources Division up to $20,000 (including taxes) upon approval by the Town Manager ($20,000 to $50,000).
  • Legal context: Cities and Towns Act, section 573. Special conditions and exceptions are provided by the Act.

Contract from 50,000 $ to 133,800 $ (including taxes)

  • Legal context: Cities and Towns Act, section 573. Special conditions and exceptions are provided by the Act.
  • Calls for tenders on invitation to at least three qualified suppliers.
  • Council may require that some calls for tenders be subject to a bid weighting and evaluation system.
  • Council awards the contract by means of a resolution on a public meeting.
  • Legal context: Cities and Towns Act, section 573. Special conditions and exceptions are provided by the Act.

Contract of 133,800 $ and more (including taxes)

  • Legal context: Cities and Towns Act, section 573. Special conditions and exceptions are provided by the Act.
  • Public calls for offers.
  • Council may require that some calls for tenders be subject to a bid weighting and evaluation system.
  • Calls for offer are published in the media, usually the Constructo, La Presse and Le Devoir newspapers, and on an electronic billboard approved by the Quebec government.
  • Council awards the contract by means of a resolution at a public meeting.

The general procurement rules are also intended to complement the Contract Management By-law.

Contract Management By-Law

The Town of Mount Royal has adopted a by-law on contract management that promotes transparency in the granting of municipal contracts and ensures compliance with all rules when awarding them. The by-law applies to all calls for tenders and requires that all suppliers adhere to it.

Complaints

Read our procedure regarding the reception and examination of the complaints filed in the course of the awarding by the town of mount royal of a contract through a public call for tenders or otherwise.

Direct Deposit Service

To register to direct deposit, suppliers need only fill out the proper form and return it to the Town along with a company cheque with VOID written across the front. The cheque can be scanned and electronic documents should be sent to cf-ap@ville.mont-royal.qc.ca.

Please notify us of any changes to your banking information by sending us a new, duly completed form and a new voided cheque.

You will receive a detailed deposit notice by email two (2) days before a deposit is made.
